Visitor's tax, bed tax & culture levy – what's the difference?
Germany has no nationwide system: spa and resort towns charge a visitor's tax (Kurtaxe / guest contribution) earmarked for tourism infrastructure. Larger cities instead charge a bed tax / lodging tax as a municipal expenditure tax – usually a percentage of the net lodging price. Some cities call their levy a culture or infrastructure levy.

How high is the visitor's tax in Germany?
Depending on the location, the visitor's tax is usually between roughly €1 and €4 per person per night; well-known seaside and spa resorts sit at the upper end. The map's heatmap shows the average rate per state, the list the specific value per municipality.
What is the difference between visitor's tax and bed tax?
The visitor's tax (Kurtaxe) is earmarked and funds tourist facilities at the resort – every guest pays it. The bed tax is a municipal expenditure tax on paid overnight stays that the city can use freely; it is usually calculated as a percentage. Both cannot apply to the same stay at once.
